We have reviewed the Public Service of New Hampshire (PSNH) submittals (Refer-ences 1, 2 and 3) dealing with alternative pipe break criteria that would eliminate arbitrary intennediate pipe breaks in all high energy piping systems at the Seabrook Station, Unit 1. Our evaluation of your submittals is attached.

We will incorporate this evaluation into our next supplement to the SER.

Based on our review of the technical justification for elimination of arbitrary intermediate breaks given in Attachments A through E to your submittal in Reference 1 as supplemented by References 2 and 3, we have concluded that your request is acceptable. This approval applicable to Unit 1 only, since References 1, 2 and 3 give details of proposed breaks to be eliminated for Unit 1 and not for Unit 2. Your staff has been apprised of this during a telecon between Victor Nerses and Raman Pichumani (NRC)'and Robert Sweeney, (PSNH).

You should revise the FSAR Section 3.6(b) to reflect these changes to the postulated pipe break criteria.
