SEABROOK OPERATIONAL QA PROGRAM Your letter of January 28, 1985 acceptably responded to our request for additional information, 260.28, regarding the list of items under QA program control thus resolving outstanding issue number 18, "Seabrook 0-List," in our Safety Evaluation Report dated March 1983. The resolution of this outstanding issue was documented in Supplemental Safety Evaluation Report No. 3 (SSER 3) dated July 1985.

Your Fina' Safety Analysis Report (FSAR) amendments since issuance of SSER 3 have been, reviewed by us to verify continued acceptability of the scope of the

Seabrook operational QA program. The review through FSAR Amendment 56 resulted in the staf f's need to resolve the enclosed items. Please provide me a 'iate by when yoi will formally address the enclosed items.

1. By letter of 8-8-83, a commitment was made that: " Procedures establish the methods for determining the applicability of the OQAP to specific structures, systems, and components." (FSAR section 17.2.2.2). This commitment is not in FSAR section 17.2.2.2 through FSAR Amendment 56.

Justify this omission if it is intentional, or insert the commitment into the FSAR.

2. FSAR Amendment 55 revised the response to RAI 260.28 concerning the scope of the OQAP. The responses to parts a.1, a.2, a.3, and a.12 refer to FSAR Table 17.2-1. The information planned for Table 17.2-1 has been -

incorporated into the third paragraph of FSAR Section 17.2.2.2, and these ,

responses should be revised accordingly. The responses to parts a.16, j a.18, b.6, f.1, f.4, and f.17 refer to FSAR Appendix 3H. Appendix 3H has -

been deleted from the FSAR, and these responses should also be revised accordingly.

j 3. On FSAR page RAI 260-17 (Amendment 55), it appears that,.at mid page, i 1

line f.22 should be deleted and line f.23 should be revised to read: l "f.22 Already included in Table 3.2.2, FSAR Section 9.4.1." Clarify. i

4. SSER Outstanding Issue 18, '!Seabrook Q-List" has been resolved on the .  :
basis of applicant's letter dated January 28, 1985 (SBN-753). Attachment 1  !

i of that letter states that programmatic controls will be applied to  ;

l numerous items that the applicant does not consider safety-ralated and has ,

not included under the OQAP. FSAR Amendment 55, which incorporated the i pertinent information from the January 28, 1985 letter into the FSAR, did  !

not include the following commitment from de letter itself: "Implementa-i tion of these programmatic controls will be verified by Quality Assurance personnel to the extent necessary to insure proper application." Incorporate this commitment into the FSAR or justify not doing so. ,

5. The response to item d of RAI 260.28a.(FSAR Amendment 55, page RAI 260.20)- I concludes with three sentences addressing an amendment to FSAR Chapter 8 [

as of some time ago. Update these sentences to show the current status of i the commitment.
