This refers to the routine resident safety inspection by Mr. W. Troskoski on July
27 - August 31, 1985, at the Beaver Valley Power Station, Unit 1, Shippingport,
The inspection consisted of document reviews, interviews and-obser-
vation of activities.
The findings were discussed with Mr. J. Sieber of your staff.
Based on the results of this inspection, it appears that certain of your activities
were not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This violation has been
categorized by severity level in accordance with the NRC Enforcement Policy (47 FR 8583) dated March 8, 1984.
You are required to respond to this letter and in
preparing your response, you should follow the instructions in Appendix A.
Sections of the enclosed inspection report contain details of your security program
that have been determined to be exempt from public disclosure in accordance with
10 CFR 73.21, Safeguards Information.
The sections so identified will not be
placed in the NRC Public Document Room and will receive limited distribution.
The
inspection report cover sheet and any remaining portions of the inspection report
will be placed.in the Public Document Room, in accordance with 10 CFR 2.790(a).
The responses directed by this letter and the accompanying Notice are not subject
to the clearance procedures of the Office of Management and Budget as required by
the Paperwork Reduction Act of 1980, PL 96-511.
