Gentlemen:
Enclosed for your review, prior to our scheduled meeting of September 26, 1985,
is the SALP 5 Board Report for the Perry Nuclear Plant, Unit 1, covering the
i
period January 1,1984 through June 30, 1985.
An evaluation of licensee
performance relative to Unit 2 was not performed due to the postponement of
\\
construction of the unit.
This assessment determined your regulatory performance at Perry to be accept-
able. You were rated Category 1 in four areas, Category 2'in eight areas, and
Category 3 in one area.
The performance trend within the assessment period
improved in four areas, remained constant in six areas, and declined in two
areas.
A Category 1 rating in Containment and Other Safety-Related Structures, Safety-
Related Components, Instrument and Control Systems, and Emergency Preparedness
assessment areas appears to be the result of your high level of management
involvement in identifying and resolving technical concerns and reflects on a
well staffed and trained organization.
Your performance in the Preoperational Testing assessment area needs improve-
ment.
In our view the Category 3 rating indicates a lack of management
attention to the development of adequate testing procedures and followup on
corrective actions for violations identified during the assessment period.
In addition, your Quality Assurance program was not effective in assuring
that proposed corrective actions on identified problems were extensive enough
to prevent recurrence. These concerns were discussed with you and members
of your staff on June 3, 1985. We request you provide a written response
detailing your actions to address the concerns.
Where you have previously
submitted corrective action to the NRC those need not be repeated but should
be referenced.
Region III will continue to follow implementation of your
corrective actions.
During the assessment period, emphasis has shifted from construction to preoper-
ational testing and operational readiness.
Because you are nearing readiness
to load fuel, we have additionally evaluated your programs and performance
since the end of the SALP period in the area of operational readiness to better
evaluate your performance in this area.

Company
Your transition from the construction phase to the preoperational phase appears
to be adequate.
Management has committed resources necessary to prepare for
operational readiness; however, we are concerned with the lack of commercial
nuclear power plant experience level of the technical department supervision
and management and plan to review this area in more depth in future inspections.
While you will have sufficient' opportunity to present your comments at the
meeting on September 26, 1985, you may also provide written comments within
_
30 days after the meeting. We will evaluate any written comments and provide
you with our conclusions relative to them.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the SALP
Report will be placed in the NRC's Public Document Room.
Should you have any questions concerning the SALP Report, we-would be
pleased to discuss them with you.
