Written Summary - Notification of Unusual Event - Septenber 9,1985

Dear Mr. Martin:

The Omaha Public Power District's Fort Calhoun Station declared a " Notification of Unusual Event" at 1:35 p.m. on September 8,1985. The initiating condition was a small release of non-radioactive chlorine gas. This was evaluated as an onsite toxic gas release in accordance with the emergency action level criteria for emergency classification and our implementing procedure EPIP-0SC-1. The Shift Auxiliary Operator - Nuclear was in the process of removing what he be-lieved to be an empty cylinder. However, the isolation valve failed to close the cylinder which did contain chlorine. The operator immediately reestab-lished systen integrity which tenninated the chlorine gas release immediately.

It is estimated that less than 1 cubic foot of chlorine gas escaped. The i n-stantaneous energency condition was fonnally declassified and tenninated at 1:36 p.m. on Septenber 8,1985. At no time during this incident did a release of radioactivity into the environment occur. Notification of this event was made to the U.S.N.R.C. , Die State of Nebraska and the State of Iowa. The noti-fication occurred af ter tennination of the event because of the short emergency duration. The notification provided information on the emergency cause and con-dition, a recommendation that no action was required and also fonnally tennin-ated the emergency status.

This letter provides the required 24-hour written summary of this event.
