Dear Mr. Wilgus:

After our review of the safe shutdown capability of Crystal River Unit 3 (CR-3) in the event of a fire, we noted in our letter of January 6,1983 and the accompanying Safety Evaluation (SE) that we would provide a separate review of your design for a dedicated HVAC system to provide ventilation and cooling for control complex equipment. You submitted a conceptual design for such a system by letter dated January 2, 1985.

We have completed our review of that submittal and conclude that the design of the control complex dedicated cooling system meets the requirements of Sections III.G.3 and III.L of Appendix R to 10 CFR Part 50, and is therefore acceptable. We further confirm our previous conclusion in the SE of January 6, 1983 regarding alternate shutdown capability at CR-3.
