Gentlemen:

SUBJECT:

REPORT NO. 50-413/85-33

A special safeguards inspection was conducted by a member of the Region II staff

on July 16-17, 1985, of activities authorized by NRC Operating License No. NPF-35

for your Catawba facility. The NRC's concern relative to the inspection findings

was discussed with members of your licensing staff by telephone on August 14, 1985.

The purpose of this inspection was to review the circumstances of a security

event reported by the licensee concerning a degradation discovered in vital area

barriers.

Areas examined durir.g the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

Although this inspection revealed no new violations of regulatory requirements,

another example of the violation addressed in a latter to you dated July 17,

1985, was disclosed concerning the failure to implement and maintain in effect

the provisions of your Physical Security Plan regarding degradation of vital

area physical barriers.

In addition to the need for corrective action regarding the specific matters

previously addressed, we are concerned about your implementation of the manage-

ment control system that permitted this situation to . develop.

Consequently,

your response should describe those particular actions taken or planned to

prevent recurrence of these events and to improve the effectiveness of your

security program.

In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and

security measures are exempt from public disclosure; therefore, the enclosures

to this letter, with the exception of the report cover page which presents a

nonexempt summary, will not be placed in NRC's Public Document Room.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
