Dear Mr. Beard:

Thank you for your response of November 4, 1996 to our Notice of Violation.
[
issued on October 4, 1996, concerning activities conducted at your Crystal
River facility. We have evaluated your response and found that it meets the
l
requirement of 10 CFR 2.201 with the following exceptions.
With respect to your response to Violation 50-302/96-09-06, your denial is
!
still under review. We will notify you of the conclusions of our review, in
j
future correspondence.

With res)ect to your response to Violation 50-302/96-09-07, in which you
.
stated tlat it was Florida Power Corporation's belief that the code
classification break problem to be an isolated incident and that to assess the
'
i
extent of condition, a review of the LER file and a review of a sample of
i
modification packages involving valve or valve changes would be conducted. On
'
November 7,1996, during scoping for repairs on a valve, you identified seven
i
additional examples of classification break problems, which would not have
been found with your pro)osed corrective actions for the violation.
!
Therefore, we conclude t1at this was not an isolated incident and that your
'
proposed corrective actions are.not sufficient to address this issue. We
request that you provide a supalemental response to Violation 50-302/96-09-07.
which details the reason for t1e violation and proposed corrective actions.

We will examine the implementation of your corrective actions during future
i
l
inspections.
