O RELIEF REQUEST #J10 VALVE: INV2528,1NV253A CATEGORY: B CLASS: 2 FUNCTION: Aligns refueling water storage tank (FWST) to the suction of the centrifugal charging pumps.upon receipt of a safety injection signal.

~ TEST REQUIREMENT (S): Exercise valve (full stroke) to the position required to fulfill its function and stroke time every 3 months.

BASIS FOR RELIEF: If one of these valves were to fail in the open position during testing, the FWST would be aligned to the suction of the charging pumps. This would result in an increase in RCS Boron inventory and could result in a plant shutdown.

ALTERNATE TESTING: Valve will be exercised (full stroke) to the position required to fulfill its function and stroke timed during cold shutdown.

(A INTRODUCTION l

The Inservice Testing Program for Pumps and Valves provides a comprehensive  ;

testing plan as required by 10CFR50.55 a(g). This program is based on The l ASME Boiler and Pressure Vessel Code,Section XI, Subsections IWP and IWV.

The 1980 Edition and Addenda through the Winter 1981 Addenda were used in j af developing this program. This test program will be applicable for the initial 120 month interval beginning upon issuance of the operating license, after which the program will be reviewed and updated to that edition and addenda of the Code in effect not more than twelve months prior to the beginning of the next 120 month interval.

Pump and valve testing requirements are presented in Parts I and II of this submittal. Each part provides summary, program format, data sheet and relief request sections.
