Dear Mr. Miller:
This refers to your certificate amendment request dated November 8,1996, requesting a revision to the definition of the Withdrawal Stations Standby Operational Mode for the Portsmouth Gaseous Diffusion Plant (PORTS).
The PORTS certification application states in Technical Safety Requirement 2.5.1 that the withdrawal loop vent valve (s) shall be in the " closed" position in the Standby Operational Mode. Your November 8 letter requested revision to this mode's definition to allow the flexibility to open the vent valves in this mode. In your amendment request, no information was provided for criticality safety, without which the NRC staff is unable to conclude that there would be no reduction in safety for the facility in granting your requested change to your approved certificate application. Please provide additional information to address NRC staff concerns related to criticality safety; these were discussed by telephone with Mr. Mark Smith of your staff and PORTS personnel on November 25,1996. Please reference the above TAC No. in future correspondence related to this request.
