Subject: NRC Inspection of the Trojan Nuclear Plant

This refers to the routine inspection conducted by Messrs.-C. Clark and

consultant R. Compton of this office on June 12-15 and 17-21, 1985, of

activities r.uthorized by NRC License No. NPF-1 and to the discussion of our

findings held with members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of proceduies and representative records, interviews with

personnel, and observations by-the inspector and consultant.

Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A.

Your response to this Notice is to be submitted in accordance with the

provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.

While the Trojen Inservice Testing (IST) program appears. to have improved in

the last year, a large number of discrepant conditions were identified during

this inspection. We are concerned about your apparent lack of management

attention to the implementation of effective corrective actions and your

apparent failure to apply sufficient attention ' to the IST program. In

addition to the response directed by the enclosed notice, please address this

issue in your reply, along with the actions you will take to ensure timely and

effective corrective actions for the identified violation. ,

In accordance with '10 CFR 2.790(a), a copy, of this letter and' the enclosure

will be placed in the NRC Public Document' Room. ,
