Dear Mr. Mcdonald:

SUBJECT:

OUTSTANDING FIRE PROTECTION MODIFICATIONS JOSEPH M. FARLEY NUCLEAR PLANT UNITS 1 AND 2 By letter dated December 30, 1983, the NRC granted a technical exemption for three systems with cables or components located inside the containment buildings. These system cables or components were found not to comply with the requirements of Section III.G.2 of Appendix R to 10 CFR 50. The specific systems were identified in your request for exemption submitted by letter dated June 18, 1982, supplemented July 27, 1982.

Subsequently, the NRC granted a schedular exemption on October 4,1984, for installation of portions of the Alternate Shutdown System until the end of the 1986 refueling outages for each unit.

Schedular requirements of 10 CFR 50.48(c)(4) established the installation deadline as the end of the 1985 refueling outages for each unit. The specific portions of the Alternate Shutdown System for which the exemption was requested were identified in your request submitted by letter dated June 18, 1982, supplemented July 1 and November 3, 1982, September 28, 1983, and May 15, July 27, and August 6, 1984.

By a letter dated March 13, 1985 (Unit 2 and Unit I combined fire areas) ard a letter dated May 31,1985 (Unit 1 fire areas) following a second review of all fire areas, you provided Fire Hazards Analysis Reevaluations dated February 1985 and May 1985, respectively.

These reevaluations are quite extensive.

You stated that the review was conducted in light of the interpretations to Appendix R set forth in IE Notice 84-09 and Generic Letter 83-33. As a result, you requested many more technical exemptions as well as some schedular exemptions. Our review of the technical exemptions continues.

Because the 10 CFR 50.48(c) schedules for your facility have expired, we cannot now grant any further exemptions extending that schedule.
