EVALUATION OF THE ZION PROBABILISTIC SAFETY STUDY In September 1981, the Commonwealth Edison Company submitted to NRC the Zion Probabilistic Safety Study (ZPSS). We have reviewed the ZPSS with the assistance from two contractors, the Sandia National Laboratory, which reviewed plant analysis, and the Brookhaven National Laboratory, which reviewed offsite consequences analysis. The results of Sandia review were published in Volume I of the NUREG/CR-3300 in May 1984. Volume II, containing the results of Brookhaven review, is expected to be published later in the fall of 1985.
i The enclosed staff report used these reviews, among others, to develop risk insights for Zion. In sections on prevention and mitigation, the staff report discusses features for further risk reduction, i We request that you review the enclosed report and provide us your comments.
