Gentlemen:
This refers to the special inspection conducted by Mr. C. A. Hackney of this
office during the period June 19-20, 1985, of activities authorized by NRC
Operating License DPR-51 and NPF-6, for Arkansas Nuclear One, Units 1 and 2,
and to the discussion of our findings with Mr. James M. Levine and other
members of your staff at the conclusion of the inspection.

Areas examined during the inspection included determining the status and plans
l
for updating letters of agreement with offsite agencies. Within these areas,
l
the inspection consisted of selective examination of your emergency plan,
representative records, and interviews with personnel.
These findings are
documented in the enclosed inspection report.
During this inspection, it was found that one of your activities appeared to
deviate from a commitment made to the NRC.
This item and reference to the
commitment are identified in the enclosed Notice of Deviation.
You are
requested to respond to this Notice within 30 days by providing a written
statement or explanation which describes the corrective steps taken or
planned, the results achieved and the date when corrective action will be
completed.
The response directed by this letter and the accompanying Notice is not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
