ENCLOSURE 2 NOTICE OF DEVIATION Georgia Institute of Technology Docket No. 50-160 Research Reactor (GTRR) License No. R-97 The following deviation was identified during an inspection conducted on July 8 - 16, 1985.

The licensee informed the NRC, using NRC Form 398 Personnel Qualifications Statement - Licensee, that the applicants for reactor operator licenses "have . learned to operate the controls -[of the reactor] in a competent and safe manner."

Contrary to the above, the applicants had not learned to operate the controls in a competent and safe manner in that written and operating examinations administered on July 10 and 11, 1985, indicated applicant proficiency significantly below the required levels for issuance of reactor operator licenses.

Please provide, in writing within 30 days of the date of this Notice, a description of corrective actions regarding this deviation, actions taken to avoid further deviations, and the dates when these actions were or will be completed.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
