SUBJECT: REPORT NO. 50-160/85-02

On July 8 - 16, 1985, NRC inspected activities authorized by NRC License No. R-97

for your Georgia Institute of Technology Research Reactor (GTRR). At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed inspection report. The NRC's concerns

relative to one inspection finding were discussed with you in an enforcement

conference held at the Region II office in Atlanta, Georgia on July 25, 1985.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC require-

ments and one activity appeared to deviate from_ a commitment to the NRC. The

violations and dev:ation, with pertinent references and elements to be included

in your response, are presented in the enclosed Notices.

The fifth violation described in the enclosed Notice is similar to a violation

contained in a Notice of Violation sent to you with our letter dated March 30,

1984. Since "similar violations," as described in the NRC Enforcement Policy,

are of significant concern to the NRC, in your response, please give particular

attention to the identification and remedy of the root cause of the violation so

that its recurrence may be precluded.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
