Gentlemen:
SUBJECT: REPORT N0. 50-395/85-26
A special announced safety inspection was conducted by this office during the
period of June 3 - 7, 1985, of activities authorized by NRC Operating License
No. NPF-12 for the Summer facility. This inspection included a review of SCE&G's
implementation of 10 CFR 50, Appendix R, Sections III.G, III.J. III.L, and III.0
requirements at your Summer facility. As a result of the inspection, failures to
comply with NRC regulatory requirements were identified.
The violations and deviation described in the enclosed Inspection Report are
under consideration for escalated enforcement action. Accordingly, no Notices of
Violation or Deviation are being issued at this time. No response to this letter
is required. However, please be advised that the number and characterization of
violations described in the enclosed report may change as a result of further NRC
review.
Your attention is invited to unresolved items identified in the inspection
report. These matters will be pursued during future inspections.
You will be advised by separate correspondence of the results of our delibera-
tions on this matter.
