Re: Big Rock Point Plant The Comission has issued the enclosed Amendment No. 77 to Facility Operating License f!o. DPR-6 for the Big Rock Point Plant. This amendment is in response to your application dated January 7,1985 as revised in your letter of March 14, 1985.

The amendment changes the Technical Specifications and Bases to incorporate Radiological Effluent Technical Specifications (RETS) which meet the requirements of Appendix T to 10 CFR Part 50. The amendment also includes administrative changes which relocate and reformat related Technical Specifications vbich are not part of the RETS, but were necessary in order to incorporate the PETS into the existing Technical Specifications.

In conjunction with the above amendment, the flRC staff has reviewed the proposed Big Rock Point Offsite Dose Calculation Manual (OPCM) and Process Control Program (PCP) also submitted on January 7,1985 as revised March 14, 1985. The ODCM and PCP were found to use documented and approved methodology and therefore are acceptable.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideretien Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on June 4, 1985 (50 FR 23546).
