MANAGEMENT. ACTIONS ne effectiveness of the FFD Program was evaluated in August 1996 through the review of documentation, observation of activities and personnel interviews by our Nuclear Accessment department. He results of the audit indicated that the FFD Program is effectively implemented to meet the requirements of 10CFR26," Fitness For Duty Programs".

Dere were no audit findings issued during this audit.

A problem was identified regarding urine specimen bottles in September 1996. An investigation was completed -

when a blind quality control sample spiked with marijuiana tested below the 100 ng/mi cutofflevel at our on-site laboratory.

He low marijuana level was verified by the off-site laboratory. With assistance of off-site laboratory persomiel and the on-site Fitness for Duty Laboratory Administrator an on-site testing experiment revealed the cap sealing the specimen bottle used by the vendor to ship the blind quality control samples contained a rubber gasket which was absorbing the THC from the specimen resulting in a lower detection level at testing. Our vendor discontinued using the bottles in question and.

we have incurred no funher problems.

Clinton Power Station tests all site employees with and without unescorted access privileges. He numbers given reflect the number of all those individuals in the random selection program.

Numbers given reflect testing of those individuals placed on a monitoring program per the Medical Review Officer's (MRO) recommendation due to background information and personal interviews by the MRO. Rese are unannounced tests, and the individuals are escorted from theirjobs to the collection site for testing. Also included in these numbers are those tests which are repeated because oflow specific gravity or low creatinine on the initial urine test.
