Appendix NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-456 As a result of the inspecticq conducted on July 22-25, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions (10 CFR Part 2, Appendix C), the following violation was identified:

10 CFR 50, Appendix B, Criterion XIII, as implemented by Commonwealth Edison Company Corporate Quality Assurance Manual, Nuclear Generating Stations, Section 13, requires that measures shall be established to control the handling, cleaning, and preservation of material in accordance with work and inspection instructions to prevent damage or deterioration. CECO Quality Requirement (QR) 2.0, Paragraph 2.2. states "It is the policy of Commonwealth Edison Company to assure a high degree of functional integrity of the equipment, strectures, and safety-related systems of its nuclear generating facilities... These systems, equipment, and structures will be identified, designed, fabricated, erected, tested, and operated to the criteria and requirements of ASME ... Appendix B to 10 CFR 50 ... and the mandatory require-ments of ANSI N45.2 ..."

ANSI N45.2.3-1973, Section 3.2.1 requires that the work areas shall be kept sufficiently clean and orderly, that ... scrap, litter, and other excess materials shall be collected, removed ... or disposed of in accordance with specified requirements or planned practices. Such excess material shall not be allowed to accumulate and create conditions that will adversely affect quality.

Contrary to the above, the following conditions were observed in the Diesel Generator junction boxes:

1. Junction Box 1DG01KB-P (a) nine large bolts scattered inside junction box.

(b) debris and dust found inside junction box.

2. Junction Box IDG01XB-R (a) twelve screws scattered inside junction box.

(b) debris and dust covered the junction box internals.

This is a Severity Level V violation (Supplement II).

The inspection showed that action had been taken to correct the identified item (s) of noncompliance and to prevent recurrence. Consequently, no reply to this (these) item (s) of noncompliance is required and we have no further questions regarding this matter, s
