Dear Ms. Johnson:
By letter dated October 16, 1996, Commonwealth Edison Company (Comed) transmitted Revision 65c of their Quality Assurance Topical Report (QATR),
CE-1-A for all of the Comed nuclear stations.
This revision transferred
- selected portions of the Dresden and Quad Cities technical specifications (TS) to Comed's QATR in order to satisfy an administrative commitment resulting from the TS upgrade program for Dresden and Quad Cities. Specifically, the administrative requirements contained in Section 6 of the TS for Dresden, Units 2 and 3, and Quad Cities, Units 1 and 2, involving the technical review and control of procedures and programs, temporary procedure changes, and the retention of plant operating records were relocated to the QATR.
The staff has reviewed these changes and det rmined that they are acceptable.
A copy of the related Safety Evaluation (SE);is enclosed.
