Parts of the April 4,1996 conference were joint with all participants while others included only the individual and their council. Due to the manner in which the conferences with the four individuals was conducted end transcribed, you will note that blocks of pages have been omitted. The omitted pages are bhing withheld in accordance with Exemption 6 of the FOIA and cover the following: Page 4,

PART 11.8- APPLICABLE EXEMPTIONS Records subject to the request that are described in the enclosed Appendix (es) A are being withheld in their entirety or in part under the Exemption No.(s) and for the reason (s) given below pursuant to 5 U.S.C. 552(b) and 10 CF R 9.17(a) of N RC regulations.

1. The withheld inforfreton is properly classified pursuant to Executive Order. (Exemption 1)
2. The withheld information relates solely to the intemal personnel rules and procedures of NRC. (Exemption 2)

( 3. The withheld informat on is specifically exempted from pubhc disclosure by statute indicated. (Exemption 3)

Sections 141 145 of thc Atomic Energy Act, which prohibits the disclosure of Restricted Data or Formerfy Restricted Data (42 U.S.C. 21612165L Section 147 of the Atomic Energy Act, which prohibits the disclosure of Unclassified Safeguards information (42 U.S.C. 2167).

4. The w1hheld mformation es a trade secret or commercial or fmancial mformatson that is being withheld for the reason (s) indicated. (Exemption 4)

Deliberative Process: Disclosure of predecisional mformation would tend to mhsbit the open and frank exchange of ideas essenttal to the deliberative process.

Disclosure would constitute an unwarranted mvasion of personal privacy. (Exemption 7(C))
