BELLEFONTE NUCLEAR PLANI UNIT 1 - INCORRECT THERMAL DATA IN PROBLEM N4-1R FROM PROGRAM "EZ" - BLRD-438/83 FINAL REPORT This subject deficiency was initially reported to NRC-CIE Inspector Linda Watson on February 16, 1983 in accordance with 10 CFR 50.55(e) as NCR BLN CEB 8303.
This was followed by our interim reports dated March 16, 1983 and April 17, June 21 and December 20, 1984 and April 14, 1985. Enclosed is our final report indicating that TVA no longer considers this deficiency reportable under the provisions of 10 CFR 50.55(e).

FINAL REPORT Description of Deficiency The essential air compressor system has not been qualified for the thermal loading condition evaluated in analysis problem N4-1RK-A.
In reviewing the issued analysis problem for design change request (DCR) 2372, the results could,not be verified due to the input of unverified thermal data. This was a result of using an unverified program, "EZ," and a lack of verification procedures for the "EZ" program in generating the input data.
F Safety Implications TVA's review of analysis problem N4-1RK-A resulted in the deletion of one compressed air system support although all supports were fully capable of performing their design 02nction with that support in place.
In addition, minor changes were made in the loads on 26 other compressed air system supports which did not require any change in the support designs.
Consequently, since TVA has determined that the original design was fully capable of performing its required function, no condition adverse to the safe operation of the plant existed with regard to essential air system supports.
In addition, TVA has determined that "EZ" program output does not require verification since its function is to create a data input deck for a piping analysis program which is routinely checked during the normal calculation procedure. A review of similar data inputs and associated problems indicates that the cited deficiency is an isolated case which does not require further corrective action.
Consequently, since no design or quality assurance problem exists, TVA no longer considers this deficiency reportable under the provisions of 10 CFR 50.55(e).
