Dear Dr. Murley:

POTENTIAL CONSTRUCTION DEFICIENCY HEAT BUILD-UP IN EDG CABINETS HOPE CREEK GENERATING STATION On April 3, 1985, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr.

E.

Kelly, advising of a potentially significant construction deficiency concerning heat build-up due to three (3) transformers mounted inside the generator control cabinets.

On May 6, 1985, an interim report was sent to your office.

The following interim report is provided in accordance with 10CFR50.55(e).

Our Architect / Engineer and Constructor, Bechtel, has advised us that three (3) panels were fabricated and tested in Colt Industries' shop under simulated jobsite conditions.

Pre-liminary test results indicate that the panel temperatures

-may exceed the environmental qualification temperature limits of the transformers when the diesel generators are run under

. full rated load.

We have reviewed the test conditions established by Colt Industries and conclude that they differ from the installed condition of the Hope Creek generator control cabinets in several respects.

Consequently, we intend to perform an

8/7/85 onsite test of the Hope Creek equipment during the month of August.

The ambient temperature of the control cabinet will be monitored and recorded during a twelve hour test run.

We anticipate providing you with a final report on this

. issue by September 15, 1985, to include the requisite safety analysis.
