NRC INTEGRATED INSPECTION REPORT (IR) 50-424/96-12. 50-425/96-12
Dear Mr. McCoy.
On December 21, 1996, the NRC completed an inspection at your Vogtle Units 1
and 2 reactor facilities. The enclosed report presents the results of that
inspection;

During the six-week period, your conduct of activities at the Vogtle facility
was generally characterized by safety-conscious operations, sound engineering
and maintenance practices, and appropriate radiological work controls.
i
However, one violation was identified regarding improperly secured safety-
'
related motor control center door latches.
This issue was identified earlier
,
and documented in NRC IR 50-424.425/96-09 dated September 16, 1996. We are
concerned about the issue due to the possible impact that a seismic event may
have on the motor control center's ability to perform.
Seismic qualification
testing was performed on the motor control center with the doors secured which
i
is contrary to the conditions identified during plant walkdowns.
This violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are-described in detail in the
enclosed report.
Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when
.
preparing your response. The NRC will use your response, in part, to
'
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
