&g, The Commission (with Chairman Palladino and Commissioners Ahearne, Roberts, and Asselstine approving) has agreed that you should not pursue the use of additional hold points as described in SECY-83-26. The concept of the use of designated representatives should receive further study.

The Commission (with Chairman Palladino and Commissioners

, Ahearne and Roberts approving) has also agreed that no further Commission action should be taken regarding the Technical Audit Associates proposed study but that the staff should take into account the possibility of conducting a study on construction practicos outside the nuclear industry in the ongoing QA program. (Commissioner Asselstine would have preferred that no further action be taken on this matter.)

Commissioner Gilinsky did not participate in this action.
