I would:
(1)
Reject the EDO's position that the Commission has no role in deciding the basic policy questions.
(2)
(3)
Not agree with the proposed I&E organization.
(4)
Direct the EDO to have DeYoung reexamine the location of QA, the EDO to reexamine the resources allocated to QA, and DeYoung and the EDO to reexamine whether the programs presented in 82-352 can be accomplished with the currently allocated resources.
(5)
Agree with the OPE recommendation that we get a.
quarterly progress report concerning these QA initiatives.
(6)
Requesti the EDO send a report on what qualifications the NRC does require for QA personnel and how effectively do we implement that requirement.
