Gentlemen:
This refers to the special inspection conducted by Messrs. D. Miller, R. Paul,
P. Lovendale and Ms. N. Nicholson of the Region III staff during the period
of May 6 through July 9,1985, of activities at the Byron Nuclear Station
authorized by NRC Operating License No. NPF-37.
ihe inspection findings were
discussed during enforce:. lent conferences held on June 27, 1985 and July 22,
1985 between you and members of your staf f and Mr. J. 'G. Keppler and members
of his staff.
The inshection report identifies areas examined during the inspection.
Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, observations, and interviews with personnel.
We are releasing this report at this time for our information.
You will be
notified by separate correspondence of our decision regarding enforcement
action based on the findings of this inspection.
No written response is
required until you are notified of the proposed enforcement action.
In accordance with 10 CFR 2.790, " Rules of Practice," a copy of this letter
and the enclosure will be placed in the NRC Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
