NRC INTEGRATED INSPECTION REPORT 50-424/96-10, 50-425/96-10

Dear Mr. McCoy:
On September 28, 1996, the Nuclear Regulatory Commission (NRC) completed an
inspection at your Vogtle Units 1 and 2 reactor facilities. The enclosed
!
report presents the results of that inspection.

During the six-week period covered by this inspection report your conduct of
activities at the Vogtle facility was generally characterized by safety-
1
conscious operations, sound engineering and maintenance practices, and
i
appropriate radiological work controls.
However, two violations were
identi fied. We are concerned with the violation involving the improperly
positioned containment isMation valve on Unit 1.
This same valve has been
the subject of two previous enforcement actions.
Further, the issue of
mispositioned valves has been the subject of previous NRC correspondence.
Additionally, we are concerned by the issues identified during inspection of
your 1mplementation of paragraph (a)(3) of the Maintenance Rule (10 CFR 50.65). The inspectors' review of this area could not conclude that your
program would be effective in preventing potentially risk significant
configurations from occurring at the Vogtle facility.
The NRC plans to
inspect this area during future inspections.
These violations are cited in the enclosed Notice of Violation (Notice), and
the circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this ietter
and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use your response. in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
