NRC SPECIAL INSPECTION REPORT 50-302/96-13
Dear Mr. Beard:
On October 9,1996, the NRC completed a specialinspection involving a potential component
tampering event at your Crystal River facility. The endosv.ed report presents the results of
that inspection.
This special inspection was conducted to review the adequacy of an investigation by the
licensee of a potential tampering event involving a coin (penny) found in an oil strainer
housing on September 19,1996. The penny had obstructed the flow of oil to cooling fan
gears for Crystal River emergency diesel generator 1A. The licensee's investigation
concluded that the penny most likely became lodged in a strainer element when the element
,
was in a mechanic's pocket and that the penny was inadvertently introduced into the strainer
housing when the element was installed. Thus the licensee concluded that tampering did not
occur. The NRC inspection supports this conclusion. Other equipment was inspected by the
NRC and the licensee for evidence of tampering and none was found. The NRC inspection
concluded that the licensee's investigation was adequate, the emergency diesel generator
was restored to an operable condition, and that tampering most likely did not occur.
Within the scope of the inspection, violations or deviations were not identified.
In accordance with 10 CFR 2.790, of the NRC's " Rules of Practice," a copy of this letter will
be placed in the NRC Public Document Room.
