Inspection Report No. 50-333/85-13

This refers to the routine inspection conducted by W. Oliveira of this office

on April 29 - May 3,1985, at the James A. FitzPatrick Nuclear Power Plant,

Scriba, New York of activities authorized by NRC License No. DPR-59 and to the

discussions of our findings held by Dr. P. K. Eapen with yourself at the con-

clusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the in-

spection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were identified. However,

our inspectors noted that the actions you have initiated to address the concerns

identified in NRC Operational Assessment Team Inspection (No. 50-333/82-24) were

not completed as planned.

Examples of these actions included the efforts to

reduce the drawing revision back log as stated in JAFP letter 82-0869 dated

August 6, 1982 and the efforts to revise Plant Standing Order No. 5 to provide

better control for the plant drawings and technical manuals. Therefore, you art .

requested to review the status of the actions you have initiated in response to

'

the concerns identified in NRC Inspection Report No. 50-333/82-24 and provide a

written status report to this office within thirty days of the receipt of this

letter.

The response requested by this letter is not subject to the clearance proce-

dures of the office of Management and Budget as required by the Paperwork

'

Reduction Act of 1980, PL 96-511.
