SAFETY EVALUATION REPORT: DELAY IN SUBMITTAL OF DEMONSTRATION SECTION BWFC License SNM-1201, Safety Condition S-4 requires the licensee to submit a revised Demonstration Section with all changes once every two years. While the Demonstration Section is not a condition of the license, it is important to the NRC, since it allows the staff to maintain current knowledge of plant i operations. BWFC's next scheduled submittal was due by September 30, 1996.

By application dated September 18, 1996, BWFC requested a 2-month delay.

Since the revised Demonstration Section is not a condition of the license and the section is used for informational purposes only, a 2-month delay will not adversely affect the public health safety or the environment.

Environmental Review l The staff has determined that the proposed changes are procedural in nature and do not adversely affect the public health and safety or the environment. l Therefore, in accordance with 10 CFR 51.22(c)(ll), neither an environmental  !

assessment nor an environmental impact statement is. warranted for this action.

Conclusion i i

Based on the above discussion, the staff concludes that the licensee's request is warranted and that its approval will have no adverse effect on the public health and safety, or the environment. Therefore, the licensee's request for a 2-month delay in submitting its updated Demonstration Section is being granted by issuing new Safety Condition S-10.
