Station operation and design.

The SALP report detailed findings and assigned a performance rating to each functional area. OPPD appreciates this feedback on our performance and the assignment of Category I ratings in seven of these eleven functional areas. SECURITY AND SAFEGUARDS Recommendation The level of licensee management attention evidenced during the last quarter of the SALP period should be continued.

The licensee should increase audit activity of security training, maintenance, and requirements of the security plan. Licensee management should ensure that security resources and organization are adequate to implement the security plan.

Response

The District intends to continue the management attention that has been given to security in the last quarter of the SALP report period. The District has submitted a variety of correspondence to the Commission which delineates the actions which have and will be taken to correct apparent non-compliances generated as a result of the Commission's security inspections. Additional emphasis has also been placed on more timely resolution of OPPD identified weaknesses in the security program.

Effec-tive implementation of the Physical Security Plan will continue to be emphasized and resources will be committed as necessary to ensure this objective is met.

The SALP report indicated that a number of Licensee Event Reports were submitted by 0 PPD during this evaluation period relative to security system failures.

OPPD reported these as Physical Security Event reports pursuant to 10 CFR 73.71 not as Licensee Event Reports pursuant to 10 CFR 50.73.

Previously 0 PPD provided the NRC with an action plan to reduce the number of reportable security system failures. OPPD believes that this action plan will result also in a more reliable security system.

B.

TRAINING Recommendation Licensee management should provide aggressive action to ensure control of the training program in order to maintain the positive trend that appears to have been established toward the end of this evaluation period. The effort at upgrading lesson plans and student material needs to be carried through to completion.

The need for an expanded training staff remains and this shortcoming should be resolved as soon as possible. The licensee should further consider the benefits of obtaining access to a site-specific simulator for training of the Fort Calhoun Station operators.

The quality of instructors should be evaluated and training provided as required to increase the effectiveness of the training staff. Training in the areas of security, chemistry, and radiation protection needs to be better coordinated and administered under the training department.

Response

The Omaha Public Power District recognizes the need to strengthen the Fort Calhoun Station training program.

We are committed to developing a strong training organization and program and to the achievement of INP0 accredi-tation for our program.

This recognition has resulted in a comprehensive review of the training organization and the development of a plan to strengthen the existing organization. This plan is currently in the implementation phase and significant improvements are expected this year.

OPPD will aggressively pursue filling authorized, but as yet unfilled, training staff positions to reduce the reliance on contracted training pers7nnel.

In summary, OPPD plans on significant improvements in both these functional areas.
