By letter dated February 22,1996 [ Illinois Power (IP) letter number U-602522),
IP submitted an application for amendment of the Clinton Power Station (CPS) Operating License to incorporate a proposed change to the CPS Technical Specifications (Proposed
)
. Change No. LS-94-004). IP proposed to revise Technical Specification (TS) 3.3.4.1, "End of Cycle Recirculation Pump Trip (EOC-RPT) Instrumentation," specifically to
. delete Surveillance Requirement (SR) 3.3.4.1.6 which requires the RPT breaker interruption time to be determined at least once per 60 months Associated changes proposed for the TS Bases were also provided in IP's submittal.
Foilowing discussion ofIP's submittal with the NRC, IP has determined that in order to provide additional support of the proposed revision to the TS, IP will perform additional, periodic testing of the RPT breakers. The proposed TS Bases changes originally provided in Attachment 4 to IP's February 22,1996 letter are being resised to reflect this additional testing. In particular, the wording within the TS Bases for Section SR 3.3.4.1.5 is being revised to acknowledge that a mechanical timing check of the RPT breders is perfenned as part of the preventive maintenance performed to validate or maintain ii.c assumed EOC-RPT breaker response time. Accordingly, the TS Bases are also being revised to specify the acceptance criterion for the mechanical timing check.
Based on the above, a marked-up copy of the applicable TS Bases page is attached as Attachment I to this letter. The revision of the TS Bases change (i.e., the revised wording of the text originally proposed to be inserted into the TS Bases) is indicated by double bars in the right margin. Due to the potential to reduce refueling outage complexity and/or duration, as well as the significant resource savings that can be realized by implementation of the proposed change to delete Surveillance Requirement (SR) 3.3.4.1.6, IP repeats its request that the application for amendment, as supported by this letter, be reviewed and approved in time to support the sixth refueling outage at CPS which is currently scheduled to begin October 13,1996, i
