Enclosed for NRC staff use and review is Revision 96-3 to the Catawba Nuclear Station Emergency Plan. This revision is effective on the date of approval.
This revision is being submitted in accordance with 10CFR50.54(q) and does not decrease the effectiveness of the Emergency Plan. A summary of the changes and bases for this detennination is provided as Attachment 1. All changes have been specifically highlighted (side-barred) to facilitate review.

f Subiect Area 1 The responsibilities of the Radiation Protection personnel assigned to accompany a contaminated injury in the ambulance and the OSC Security responsibilities have been changed. These changes do not decrease the effectiveness of the Catawba Nuclear Station Emergency Plan. The justification for this statement is as follows:
The need for Radiation Protection personnel to accompany a contaminated injury in the ambulance has decreased due to the training, provided by both Duke Power and REAC\\TS, of rescue squad and hospital personnelin the handling of contaminated injuries. Radiation Protection personnel may accompany a contaminated injury in the ambulance dependent on the operational needs of the plant.
Duke Power will continue to provide Radiation Protection personnel to the hospital and ambulance survice for decontamination as resources become available. This process reflects the Catawba Nuclear Site agreement with Piedmont Medical Center and Clover Rescue Squad.
The Security function previously performed in the OSC has been combined with the functions performed by the TSC Human Resources Manager. This change in ERO responsibilities allows the Security staff the ability to rapidly respond to security events. The TSC Human Resources Manager provides the coordination link between the ERO and the Security forces. This organization has been successfully tested during integrated drills and exercises Subiect Area 3 The agreement letters with Bethel Volunteer Fire Department and Gaston County Emergency Management have been updated. These updates do not decrease the effectiveness of the Catawba Nuclear Station Emergency Plan.
Subiect Area 4 As a part of the review of Catawba Nuclear Station Emergency Plan Revision 96-1 and 96-2 it was datermined that the EAL associated with Event # 4.1.4, General Emergency, EMF-37 indication on Page D-54 did not reflect the EAL's technical basis. This EAL and the technical basis for this EAL were included in a previous Emergency Plan revision. The Technical Basis was correctly revised ;
however, the EAL on Page D-54 was not correctly revised by the previous Emergency Plan revision.
Each EPZ state and county has reviewed and accepted in writing the EAL as changed in Emergency Plan Revision 96-3. This change does not decrease the effectiveness of the Emergency Plan.
Subject Area 6 The North Carolina EOC is now staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day. Figure B-11 has been revised to allow the Control Room to contact the North Carolina State Govemment using the Selective Signaling System connection at either the EOC or the Highway Patrol. The North Carolina Highway Patrol currently rcmains connected to the Selective Signaling System but plans are to remove this Selective Signaling System connection in the future.
