FORMAL ESTABLISHMENT OF THE OFFICE OF INVESTIGATIONS This is to inform you that the Office of Investigations (OI) will be established formally as an NRC Office reporting to the Commission on June 27, 1982. The functions of the new Office will be those described in Announcement No. 38, dated April 20, 1982. Upon establishment, investigators assigned to the Regional Offices and the Office of I'nspection and Enforcement will be officially reassigned to 01.

The Chairman has directed that all investigative operations for which the new Office is responsible be transferred to it at a date mutually agreeable to the Executive Director for Operations and the Director, 01, but not later than three weeks following its formal establishment. Accordingly, employees transferred into the new Office will be on ver5'al detail in their current positions and organizations until transfer.of operational responsibility is completed. As an associated matter, by agreement between management officials and appropriate employee Union representatives, these employees' performance for the period ending August 31, 1982 will be appraised by their current supervisors, using their current performance _ elements and standards.

Please make arrangements to provide appropriate work space, facilities and equipment for the OI Field Office as described on the attachment, as soon as possible. Changes in working locations and conditions must be discussed with employees' Union Representatives fcr impact and implementation before being put into effect. I will therefore appreciate your advising me of the details of such i

changes as soon as possible so that I can complete these discussions and advise you when the moves may be made'. .
