Combined Inspection Report Nos. 50-317/85-16 and 50-318/85-14
On June 24-28, 1985, an announced inspection was conducted by a team led
by Mr. John R. White of our office at the Calvert Cliffs Nuclear Power
Plant, Units 1 and 2, for the purpose of reviewing the licensee's
implementation of certain specifications of NUREG 0737, Clarification of
TMI Action Plan Requirements, relative to post-accident sampling and
monitoring.
Enclosure 1 provides the results of that inspection, which
were discussed with Mr. J. A. Tiernan and others of your staff at the
conclusion of the inspection.
Our review of this area indicates that your efforts to implement these
specifications, particularly with regard to post accident sampling were
less than adequate. Significant technical deficiencies were identified
in each area inspected, and several apparent violations with regulatory
requirements were noted. As a result, a management meeting with
representatives of your staff was held on July 11, 1985, at the NRC
' Region I office.
Enclosure 2 is a report of that meeting.
Of particular concern is that you appear to have failed to implement and
maintain a post-accident sampling capability in terms of either, (1) the
in-line analytical system that was described in submittals to the
Commission, and confirmed in the NRC " Order Confirming Licensee
Commitments on Post-TMI Related Issues," dated March 14,1983; or (2)
the preplanned alternate sampling method that is required by Technical
Specification 3/4.7.13, " Post Accident Sampling", when the in-line
analytical system is inoperative.
As a result of these findings an Enforcement Conference will be held
with your staff on August 14, 1985, at the NRC Region I Office to
discuss the implications of these findings, the status of corrective
measures completed or planned since this inspection, and determine what
enforcement action is warranted in this matter.
