Subject: Inspection Report No. 50-423/85-54

This refers to the As-Built Team inspection conducted by Mr. J. T. Wiggins of

this office on September 9-20, 1985, at the Millstone Nuclear Power Station,

Unit 3, Waterford, Connecticut, of activities authorized by NRC License No.

CPPR-113 and to the discussions of our findings held by Mr. J. Wiggins with

Messrs. J. Crockett, L. Nadeau, and V. Papadopoli at the conclusion of the

inspection.

Areas examined during this inspection are described in the NRC Region !

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, measurements and calculations made by the

inspectors, and observations by the inspectors.

Within the scope of this inspection, no violations were observed. In fact,

the-inspection demonstrated that the systems examined were constructed

substantially in accordance with the descriptions provided in the Final Safety

Analysis Report.

Independent calculations performed by the NRC staff indicate that the air

storage bottle capacity, required for control room pressurization and habit-

ability, is marginal and may not be able to adequately compensate for the

assumed control room leak rate specified in Section 6.4 of NUREG-1031, Safety

Evaluation Report (SER) for Millstone 3. You should address this concern and

assure that the system design envelope is consistent with the SER and plant

Technical Specifications.
