GENERIC LETTER 83-28, ITEM'1.1 (POST TRIP REVIEW): SAFETY EVALUATION AND REQUEST FOR ADDITIONAL INFORMATION Re: Crystal River Nuclear Plant, Unit 3 By letter dated November 4, 1983, Florida Power Corporation responded to Generic Letter 83-28 with regard to required actions based on generic implications of Salem ATWS events. The enclosed Safety Evaluation (SE) was prepared by the NRC staff based upon input from our contractor, Science Applications International Corporation (SAI), after having reviewed the portions of your response to Generic Letter 83-28 dealing with your post-trip review program and procedures for Crystal River Unit 3.
We find that your response does not meet the guidelines developed for post-trip review in the following areas:
(1). The criteria for the need of independent assessment of the event following a trip.
(2). Incorporation of these criteria into the procedure for conducting restart evaluations.
