SUMMARY
DOCKET NO. 50-302 This refers to the meeting conducted at your request, in the Region II Cffice on July 16, 1985.
This meeting was held to discuss a proposed 10 CFR 50.54(p) change to the Crystal River Physical Security Plan.
It was our opinion that this meeting was beneficial and has provided a better understanding of the forthcoming plan changes.
In accordance with Section 2.790 of NRC's " Rules of Practice," Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.

SUBJECT:
PROPOSED REVISION TO THE PHYSICAL SECURITY PLAN On July 16, 1985, members of the NRC Region 11 staff and representatives of Florida Power Corporation (FPC) met to discuss proposed changes to the Crystal River Physical Security Plan.
The majority of the changes involved the licensee's decision to retain the new administration building outside the protected area and incorporate the construction modifications to the protected area barrier as permanent modifications. This resulted in a proposal to also modify the existing guardhouse and protected area barrier interface.
Other changes were generally editorial.
Discussion of the changes found that some minor clarification of wording was needed to ensure that the licensee's intent and the inspectability of the changes were clear. Two of the proposed changes will require further discussion between the Regional staff and headquarters. These involve the changes to the status of the secondary alarm station and the guardhouse protected area barrier interface, l
