Dear Dr. Grace:

BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - LACK OF BINGHAM-WILLAMETTE COMPANY QA PROGRAM FOR SPARE PARTS - BLRD-50-438/83-24, BLRD-50-439/83 SUPPLEMENTAL FINAL REPORT The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredrickson on March 7,1983 in accordance with 10 CFR 53.55(e) as Audit 83V-10 Deficiency No.1.

This was followed by our interim reports dated April 5 and August 26, 1983, and January 30, 1984. The final report was submitted on January 17, 1985. Below is our supplemental final report.

We consider 10 CFR Part 21 applicable to this deficiency.

As discussed with NRC-0IE Inspector A. Ignatonis on June 4,1985, the date of June 5,1985 for completion of corrective actions indicated in our final report on this matter was not met. Bingham-Willamette Company failed to deliver the auxiliary feedwater pumps internal replacement parts as scheduled. The delivery date has been rescheduled and construction rework activities revised accordingly. The corrective actions on this matter will be coupleted by January 20, 1986 for unit 1 and by January 20,1987 for unit 2.

If you have any questions, please get in touch with R. H. Shell at FTS 858-2688.

Very truly yours, TENNESSEE VALLEY AUTHORITY
