t General Electric Nuclear Test Reactor Technical Specification Change Information I. Proposed Change General Electric hereby requests that a new Technical Specification 6.1.3.1(d.) be added to the Technical Specifications for License R-33 to read:
6.1.3.1 d. A second person capable of shutting down the reactor and obtaining emergency help shall be present in the facility (as defined in Technical Specification 1.8) whenever the operator manning the control room has a medical restriction on his license which prohibits him from solo operation.
II. Safety Analysis The Safety Evaluation Report (SER) for the NTR (NUREG-1069) states in part:
14.8 Conclusion The staff has reviewed the postulated accidents for the GE-NTR along with the methodology and computer programs that were used for analyzing the transients. The staff concludes that the methodology used provides conservative estimates of the important reactor parameters of maximLm power, maximum fuel temperature, and energy release. On the basis of the above analyses, the staff concludes that no credible accidents or transients can occur that would result in the release of significant quantities of fission products to the unrestricted environment.
In view of the above, even should the operator manning the control room become incapacitated, no event could occur which could pose a threat to the public health and safety. Any person capable of scrarming the reactor and obtaining emergency help will provide adequate backup.
