Baltimore Gas and Electric Company

ATIN: Mr. A. E. Lundvall, Jr.

Vice President, Supply

P. O. Box 1475

Baltimore, Maryland 21203

Gentlemen: ,

Subject: Combined Inspection Nos. 50-317/85-18, 50-318/85-16

This refers to the special safety inspection conducted by Mr. T. Elsasser of this

office on July 15-19, 1985 at Calvert Cliffs Nuclear Power Plant, Units 1 and 2,

Lusby, Maryland and to the discussions of our findings held with Mr. J. Tiernan

and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection included: the operability status of the Post

Accident Sampling System (PASS); the adequacy of alternate means of post accident

sampling; PASS procurement, installation, and acceptance testing; installation and

acceptance of other selected TMI Action Plan hardware modifications; and management

and committee oversight of PASS. These areas are described in the Inspection Re-

port which is enclosed with this letter.

We are concerned that aggressive action was not being implemented at the time of

this inspection to correct the deficiencies identified during our previous inspec-

tion of PASS on June 24-28, 1985 (50-317/85-16, 50-318/85-14). The action plan

submitted by Mr. Tiernan at the exit meeting appears to correct that situation and

willebe closely followed during future NRC inspections.

Potential enforcement action associated with PASS deficiencies will be discussed

with you during an Enforcement Conference at the Region I Office on August 14, 1985.

The details of this conference will be communicated to you in separate correspon-

dence associated with Inspection Report 50-317/85-16, 50-318/85-14.

No reply to this letter is required. Your cooperation with us in this matter is

appreciated.

Sincerely, prigwal signed By:

~
