PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-V-49 Date: July 29, 1985 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public intsrest significance. The information presented is as initially received without verification cr cvaluation and is basically all that is known by Region V staff on this date.

GREENPEACE BLOCKADE OF WASTE SHIPMENT At 9:55 AM, PDT, July 29, 1985, the licensee informed Region V that a vaste shipment was etopped at the Umatilla, Oregon-Plymouth, Washington, Columbia River Bridge by 7 to 15 ripresentatives of Greenpeace on bicycles. The Greenpeace representatives blocked the chipment on the bridge with bicycles from 5:30 AM to 7:02 AM, July 29, 1985. The Oregon St te Police, after determining that the shipment was acceptable, escorted the shipment and Grzeupeace representatives to the first weigh station in Washington. At the weigh station the Greenpeace representatives let the air out of the truck tires. The State of Oregon.

D;p:rtment of Energy, Division of Siting and Regulation and State of Washington, Department of Social and Health Services became involved and participated in the evaluation of the chipment. The State police of both states were involved. The truck, operated by Tri-State, continued to the Richland, Washington disposal site at 9:00 AM, PDT.

Grs:npeace alleged that the shipment exceeded a dose rate limit (unidentified) of 5 mr/hr.

Th2 chipment, the first dewatered resin shipment from Sin Onofre in a High Integrity Container, contained 26 curies and was shipped as Type A,LSA. Dose rate measurements reported by the lic:nsee were confirmed by a State of Washington, Department of Social and Health Services inspector at Plymouth, Washington. The results of the surveys established that the shipment was well within the limits for transportation. Reportedly the Spokane Office of Greenpeace mada a press release alleging that the shipment exceeded radiation limits and calling for a qusrantine of the shipment. Southern California Edison had not made a preas release, how;ver a press release has been prepared for possible release. Reportedly the Greenpeace pre:s release did not identify the origin of the shipment.

Tha Region V PA0 was informed by DOE that 15 Greenpeace demonstrators have been arrested end confined in the Benton County jail.
