Gentlemen:
This refers to the routine safety inspection conducted by Mr. Joseph M. Ulie
of this office on September 9 through October 19, 1985, of activities at
Clinton Nuclear Power Plant authorized by NRC Construction Permit No. CPPR-137
and to the discussion of our findings with Mr. D. Hall at the conclusion of the
on-site inspection. Additional documentation review was conducted in the
Region III office during the period September 16 through October 19, 1985.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and inter-
views with personnel.
During our inspection we determined that most of the major features of the fire
protection program were not complete at the time of the inspection visit
including (1) certain sprinkler systems had yet to be installed, (2) not all
tire detection systems were installed and other existing detection systems were
being replaced, (3) the majority of fire doors and penetration seals were not
installed, (4) inadequate separation criteria and lack of automatic sprinkler
protection was provided in the Control Room peripheral rooms, (5) fire hydrant
spacing exceeds that allowed in NRC guidelines, (6) there was a lack of cable
tray sprinkler protection, and (7) the majority of the fire protection features
had yet to be pre-operationally tested. All the items mentioned above have to
be satisfactorily resolved prior to issuance of a license to load fuel.
During this inspection, certain of yo*.e activities appeared to be in non-
compliance with NRC requirements, as specified in the enclosed Appendix.
A written response is required. As rentioned in the inspection report, in
addition to the specific deficiencies identified in the Notice of Violation
which are of concern, of equal importance to the NRC is your control in ensuring
proper installation and maintaining of the fire protection features at the
Clinton site.
