SUMMARY

Subject:
Initial Cperator Licensing Examinations On July 23, 1985, representatives of Carolina Power and Light Company (CP&L) met with NRC Region 11 personnel in Atlanta, Georgia, to discuss CP&L's upcoming examinations for the initial licensed operator cadre at the Shearon Harris Nuclear Plant.
The meeting was held at the request of the NRC. The attendance list is attached as Attachment A to this Sumary.
Mr. A. C. Tollinson coordinated the CP&L presentation.
The highlights of this presentation included:
construction schedule overview and fuel load projection; training program status and schedules; synoasis of licensee candidate qualifica-tions; and status of plant reference mater'.als, to include simulator delivery schedule. The briefing vu-graphs are enclosed as Attachment D and provide a more detailed description of the presentation.
Upon completion of the CP&L presentation, Mr. B. A. Wilson, Chief, Operator Licensing Section, addressed the need for contingency plans concerning the initial licensing exams.
Comission and Region !! policy was stated as being to give initial examinations as close as possible to actual fuel load, while ensuring that this did not adversely delay licensing activities.
While current schedule projections support March 1986, as a reasonable fuel load projection, experience suggests the possibility of slippage.
Based upon when such slippage is discovered and the extent of such slippage, the Comission reserves the right to adjust both the schedule and scope of the initial licensing exams. Attachment C summarizes the contingency plans identified by the Region !! staff; schedule variations beyond those identified will require further modifications.
