Gentlemen:
In response to your letter dated May 2,1985, we have reviewed your objectives for the full scale emergency preparedness exercise scheduled for July 1985.
The review was to determine if all the major elements of response required by 10 CFR 50.47 (b) (14) and Appendix E to Part 50,Section IV.F, were addressed in your objectives. Our review indicated that additional development of the objectives should be considered in the area of demonstration of corrective actions for weaknesses identified in previous exercises. Our comments are contained in the enclosure to this letter.
We will continue to follow your activities in developing the exercise scenario.

REVIEW 0F FORT CALHOUN 1985 EXERCISE OBJECTIVES i
A.
General Remarks All objectives should be of such a nature that they are observable and verifiable. General areas of emergency preparedness should be broken down into sub-areas containing specific tasks to be accomplished.
In addition, whenever possible, wording such as "in a timely manner" and
" accurately" should be included in the specific actions to be accomplished to indicate certain acceptability conditions that would be applicable. Specific objectives should be isolated in a single statement, instead of being contained along with others.
i Specific objectives should be incorporated to demonstrate that the corrective actions taken with regard to concerns identified in previous exercises have been effective.
B.
Specific Concerns Identified in Previous Exercise 1.
Demonstrate that periodic plant status announcements are made in the Control Room.
2.
Demonstrate that habitability readings are clearly established and documented in all Emergency Response Facilities.

Demonstrate that the Control Room Operations Staff will consider special problems associated with fuel damage, e.g., high radioactivity level in the reactor coolant system.

Demonstrate that the Emergency Response Team in the Control Room is able to maintain itself updated on the status of in plant repair j
teams.

5.
Demonstrate that Technical Support Center-(TSC) direction and control are effective in pursuing problem areas associated with the causes of the emergency.

Demonstrate that the use of Status Boards during emergency conditions is controlled to preclude unauthorized alterations.

7.
Demonstrate the capability for data trending in the TSC, e.g.,

estimate time remaining before core uncovering, 8.
Demonstrate that periodic briefings are held in the Operational j
Support Center (OSC).
9.
Ensure that controllers are able to accompany repair teams to prevent disruption of the scenario flow.
- 10. Demonstrate that Emergency Offsite Monitoring Teams (E0MTs) are capable of following procedures for sample labeling and identification.

- 11. Demonstrate that E0MTs are capable of:
properly using protective clothing, reading survey instruments, evaluating their own radiation exposure, requesting instructions from the Emergency Operations Facility (EOF) staff, and maintaining themselves informed of current events.
- 12. Demonstrate that controllers do not interfere with EOMTs by prompting, or directing, or aiding them in any way.
- 13. Demonstrate that status boards in the EOF, and other means to display data, are adequate for the needs of the EOF staff.
