January 6, 1997 NOTE TO:
L. Raghavan, Project Manager Project Directorate II-3 Division of Reactor Projects I/II FROM:
R. Rothman, Chief Geosciences Section Civil Engineering and Geosciences Branch Division of Engineering
SUBJECT:
REVIEW OF FLORIDA POWER CORPORATION SPECIAL REPORT NO. 96-03 Plant Name:
Crystal River Unit 3 Licensee:
Florida Power Corporation TAC No.:
M96482 I have reviewed the Florida Power Corporation (FPC) Special Report No. 96-03,
" Seismic Monitoring Instrumentation Inoperable For Greater Than 30 Days," for Crystal River Unit 3 as you requested.
In Special Report No. 96-03 FPC indicates that it plans to abandon two peak recording accelerographs (SI-4-MEI and SI-5-MEI) in place using the 10CFR50.59 process. This is appropriate, since there does not seem to be an unreviewed safety question involved.
