1 Dear Mr. J&nsons l

Ris coesenication is a regnest for approval af a new production facility to j

prodnas uraniuss oxides for assays up to greater than 90% Us36 content.

At the present time we have two production facilities 11emtsed, one for unlinited 3

I assay material and the other up to.5%, In order to inemass our Iroduction capacity and add to the f3mxibility of our operations, it appears desirable to l

design an additimal plant for higher assay material.,

i The experianaa we have gained in mare than a year's operation in our curnnt facilities have been drawn upon substantia 13y in designing this new facility and 4

I we believe many improvements, principally in the area of dust ccatrol, have been l

Ancorpanted hopin.

l Basically, the process is identical to those previously licensed and involves hydrolysis of tF., precipitation with ansaania, filtration, followed by decompos-i l

ition of the aussanium dieranate (ADU).

l j

Se hydro 23 sis operation and precipitation will be carried out in an especially designed hood and the hydrolysis equigment will consist of two units. One unit l

will be used fce anteria. up to appromirately */$ Ussa content. Safety centret for assays up to 7% will be provided by securing the alinited safe' batch quantity of uranitsa for the particular assay in the 5" safe geometry ey11=imes from ook Ridge. It should be pointed out at this time that this particu3ar production line j

is dealgned for use with the 5" cylinders only.

Up to appresimate37 5% 0826 asany, a full 5" eriindar will cantain less than the are batch quantity and at 7% will be approximate 3r 50% of capacity when filled with a safe batch. We second l

hydro 2ysis istit will be used for materials free appranisate2p 7% up to 90% and is essentially a duplicate of the curnat high assay licensed facility, Safety con-trol in this area will be accamplisbed by utilisation et safe gecametry a 1

with a minimma spacing of 2 ft. edge to edge. The hydrolysis and pree tb I/

will be acct 4=hed in a 5" I.D. pipe naetar.as in the case of the atly fk,\\

licensed facility.

Fo11 cuing filtratica, the mterial uin bo droppod directly from the filter into 1-JA" deep trays, Thoco trays uin then be directJy introducad into driers folla4ed by tmncfor to retorts for the decompositien of /J)U and the production of UOa, h filtration, dryind, and decewcaition equiprant are all housed in a single hood espeially donigncd uith la air nm to Minimizo dusb genomtien-All aquipr.;ont is uniced no that, there io a minhm cf 2 ft betwoon batches thrctyju out the length of the hocd. Fonming the final operation, the product in the trays uill 50 pascod through n enall rotary grinder, also located insido the ha:d..

and passed directly from the crindar into an approved chipping container when product is ceramic grade U0.

2 Khon the product to be p-oluced is to be high fired crystallina U0, the product 2

will pas through the abovo doucribed routo to a final pec1mgo. This packago will then bo transferred to tho high fired hood where the product uill bo Imded into in doop molybdonum trcys cnd introduced into tho high fired sintering furnace.

h*oduct from the furraces will bo roturnod to the same hood for grinding, scrocn-ing, and p2ckaging, Yho high fired hooi design is ossentin317 a duplicate of the hood currently liconsed in our high assey peoduction area.

In general, we have incorporated in this now design all the improvements that havo been indicated through oporation of simiJar equipment for approximto3y oighteen months, Wo believe that those improveronts in design and operating technique will givo us a p3nnt which win havo inherentJy lower mterial lossos and win also achieve a grentar degree of airborno dust control, In all casss, nuclear safety will be achievod oither by using " limited safe" batches properly spaced one frcn the other, or "always safe" geomstry considering that the uranium density of the product win not excoed 3.5 g Ua35/cc for any compound in the process., The exhaust air from an hoods win pas through ESA filters to protect the surrounding area from airborna coatandnation.

We are currently propering to submit this production lino design for construction bids and expect to havo the p3 ant, in opemtion sometime in thy 1958. We are requesting, therefore, your early consideration of this application so as not to dolay the actus1 production operations in this facility.
