SUb4ECT: Extension of SD*33 to include a birdcage for the shipant of We in 8" diameter cylinders Centlemens i

e have recently been inforned that UF enriched between 3.754 1

and 12.5) will be sup,. lied in 8 inch diameter cylinders. The birdcage required for the shipaent of this cylinder must be f

sup. lied oy llallincWt.

Enclosed in a copy of a report titled, "Jizticage For Eight Inch Diameter UF, Cylinders" '1his report describes the proposed method of shipant and the nuclear safety of such a shipment. As pointed out in the report all shipments will be made via exclusive use of 4

the truck with a mart =m of 2h cylinders per truck.

  • 'e are respectfully requesting extension of our Sh33 license to include the shipments of We ao described in the enclosed report.

Please let us 'know if you require additional information in eder to srprove this extension.

BIRDCAGE FOR EIGHT INCH DIANETER 81n. CILINDERS Future shipa nts of UF enriched between 3,75% and 12,5% will be made e

in an eight inch diamter UF cylirxier. This is depicted in Figure A (6) e j

on Page 32 of tre TID 7019, "Guido to the Shipment of Unas Enriched i

Uranium Materialm". Data pertinent to this cylinder follows:

Dimensions:

8" 1.D. x h8" High l

Capacity:

UF, - 250 pounds (12h kilograms)

Ussa = 21.2 pounds (9,6 kilograms) at 12.5% enrichment l

6.3h pounds (2.88 kilograms) at 3 75% enrichment i

i Since this cylinder is owned by Union Carbide Nuclear Cc3pany (as agents for the Atomic Energy Commission) it is assumed that this cylinder has j

already been licensed ad no further comment on this cylinder is requirede i

It is planned to ship the We cylinders, described above, by exclusive i

\\

use of the truck. To provide the necessary space between cylinders, it

\\is planned to package the cylinder i.n the birdcage abown on Mallinckrodt Drautng No. 3226-3. This is the same birdcage already licensed for the j

ahipment of We in standani ND cylinders.

l It is generally known that We will react with water forming UO Fag con-j sequently, extreme care is exercised to keep water away from the We j

resulting in a water content very anach less than 1% by weight. If a 15 water content is assumed the H/Dess ratio at a 12.5% enrichment is 3.1s i

similmely, at an enrichment of 3.75% the H/Dess ratio is 10.3.

The limited safe mass, as listed in Table III of TID 7019,5 kilosrams of correrpending l

to the above moderation is 3h kiloc, rams of Usas and 4.

Usse, respectively. Comparison of these quantities to the actual capacity i

listed above shaus that each cylinder will contain less than a limited l

safe quantity detersdned for extreme conditions. Therefore, the cylinders may be considered under conditions of mass and moderation control. Thus, a multiplication factor, E, of.65 may be assumed, and the maxiimri permis-j sible solid angle is 2.5 steradiana as per paragraph 2a on Page 22 and Figure 5 of TID 7019.

i 1

As shown an the referenced drawing, the overall dimensions of the bird-

~

case are 3 '-1-1/k" x 3 8-1-2/k" x k '-10' high. The inside dimensions of a standard trailar are 78-11" high x 7 8-8" vide x 398-7' long. Comparing the birdcage dimensions to the trailer dimensions it can be seen that only two rows of birdcases in a single layer can be loaded. Under these conditions, no more than & binicages can be loaded in a trailar.

The interaction solid angle was calculated in accordance with Figure B1

{

i in Appendix h of TID J019. For the single shipment of & cylinders the J

I solid sagle subtended by the most central unit is 139 storedians. In

's the event a twin abipment of & cylinders is placed along side, the maa-imam solid smgle is 2.37 storediana.

Birdcago for oicht inch diarctor Wc Jylinder race ?

On the '.>acis of the aiove discuccion, the safety of a 2h cylinder shipnent can be su uri::ed as ro11cus:

1.

iach cylinder contains less than the limited safe case of Uaas, 2.,

The dimensions of the birdcago makes dousle stac!:ing on t,he truck impossiblo,,

3, The sjacing providcd by the birdcago is more than enough to make the sniprent safe in the event a second truck stith an identical unipa nt is placed along side, k.

The safety factors inherent in TID 7019 have in no way been reducedn Os gy "vi,
